| 内容記述 | アメリカのケーブルネットワークの一つであるC-SPAN (Cable-Satellite Public Affairs Network) について論じる。現在，下院議会と上院議会とを対象にして2チャンネルのC-SPANが運用されている。議会の本会議の中継からスタートして，議会の諸委員会を取り上げ，今日ではその他のパブリック・アフェアーズを広くカバーしている。民主主義社会では，国会が真に討論の場になり，審議の模様が広く国民に知らされることが不可欠である。マスメディアのジャーナリズム活動がその役割を担ってきたのであるが，「編集なし，解説なし」「初めから終りまで」を編集方針とする，これまでとは違った「オルターナテイブ(もう一つの）・ジャーナリズム」と言われるものが現われた。つまりC-SPANの登場である。日本では，未だ存在しないチャンネルである。どんな狙いをもって設立され， どんな運営の仕方で，どんな番組編成をしているのかについて検討し，その存在意義について考える。 | |||||

| 内容記述 | This paper examines C-SPAN (Cable-Satellite Public Affairs Network), which is one of the cable network in the U.S. At present, two channels of C-SPAN are working for the purpose of telecasting the House of Representatives and The Sanate. C-SPAN began with the airing of plenary sessions of the House of Representatives and afterward it was supplemented with congressional committee and subcommittee hearings. Today C-SPAN is covering a wide variety of other events in public affairs. In a democratic society, it is indispensable to make known to the public the discusssions in Congress. The journalistic activities of mass media have been playing a role in this type of reporting. However, a different type of journalism has also appeared which is devoted to unedited, "gavel-to-gavel", commentary-free coverage of public affairs. This is what C-SPAN itself calls "alternative journalism". In Japan we have no networks like C-SPAN. Here I consider the social significance of C-SPAN, by examining its objectives, its management, and its programming. | |||||
