| 内容記述 | 参議院選挙の結果は，たびたび戦後の日本政治，とりわけ自民党長期政権を大きく揺るがしてきた．ところが，戦後日本政治の解釈は，もっぱら衆議院選挙を軸に進められ，参議院選挙の分析およびそれを通じた日本政治の理解は圧倒的に不足していた．本論文の目的は，この欠落を埋めることにある． 本論文の分析で，とくに着目するのは，選挙区の範囲，選挙区定数などに代表される衆議院と参議院の選挙制度の差異である．そして，それらの差異は，coordination problemやcontamination effect を引き起こし，自民党と社会党にとって望ましくない選挙結果をもたらせたことを説明する．すなわち参議院選挙は，自民党と社会党を脆弱化し，55年体制を不安定にしていたのである． |

| 内容記述 | The results of the election of the House of Councilors (HoC) have sometimes impacted the Liberal Democratic Party (LDP) regime. However, many discussions have assessed the LDP regime based only on the House of Representatives (HoR) election results, despite the importance of the HoC election. The aim of this paper is to correct the distortion by analyzing the HoC electoral data. We focus on the differences in the electoral systems of the HoR and the HoC. These differences have often created a coordination problem and a contamination effect. The results suggest that these problems and effects have led to the unfavorable electoral results of the LDP and the Japan Socialist Party (JSP) and caused the LDP regime to become unstable. |
