However, many discussions have assessed the LDP regime based only on the House of Representatives (HoR) election results, despite the importance of the HoC election. The aim of this paper is to correct the distortion by analyzing the HoC electoral data.\nWe focus on the differences in the electoral systems of the HoR and the HoC. These differences have often created a coordination problem and a contamination effect.
