| 内容記述 | 公共政策学はその下位部門として、公共政策に関する価値の諸問題を扱う研究分野をもっている。その目的は、公共政策の善し悪しを規範的に評価したり、その意思決定を手助けしたりするための処方的知識を提供することである。それでは公共政策学者は、個々の公共政策に関して、具体的にどのようにして処方的知識を提供しうるのであろうか。本稿では、公共政策学と隣接する政治学において規範研究を担う政治哲学から知見を得ることを目指したい。はじめに、政治哲学における〈規範研究〉の方法論的性質について概観し（第Ⅱ章）、次に、応用倫理学の方法論的知見も参照しながら、〈応用研究〉に従事するにあたっての具体的な方法を整理・評価する（第Ⅲ章）。最後に、以上の方法論を規範的政策研究に転用するにあたっての留意点を列挙したい（第Ⅳ章）。Public policy studies aim to illuminate various aspects of public policy, a subfield of which deals with value-related issues in this subject. The purpose of the subfield is to provide a necessary prescriptive knowledge to evaluate the good and the bad of public policy, and to assist its decision-making. Now, how do public policy scholars provide a prescriptive knowledge for a particular public policy? This paper aims to get some instructions from political philosophy, which is concerned with addressing normative themes in the field of political science. First, it will explore the methodological nature of "normative studies" in political philosophy (Chapter II). Next, with reference to methodological discussion in applied ethics (biomedical ethics in particular), it will develop and evaluate a specific method of how to conduct "applied studies" (Chapter III). Finally, it will address the remaining points to remember when applying these methodologies to normative public policy studies (Chapter IV). | |||||
