| 内容記述 | 近代京都の都市形成に果たした土地区画整理事業の意義について地域論的な観点から考察した。この事業は，1920年代の人口急増と都市発展に対して，市街地を取り囲む形で計画・実施され，スプロール的拡大を防ぎ，整然とした街区からなる郊外地域を創出していった。都市計画事業として実施されたが，高燥地の北部では組合による居住環境整備の下，良好な住宅地が形成され，今日に継承されている。他方，南西部では市街地化の進行，地権者の多さから組合結成には至らず，多くの地区が市代執行で実施された。区画整備の進行とともに地価上昇をみ，工場のほか商店，住宅などの立地する混在地域へと変容していった。事業の実施においては，当該地区の自然環境や交通整備など地域的条件，地区住民（組合員）の取り組む姿勢が大きく影響した。平安京以来の歴史の継承性（格子状街区割など）を強く意識しかつ近代的思想も取り入れ作成された「敷地割報告書」が事業計画の基盤をなした。 | |||||

| 内容記述 | This study examined the significance of land readjustment projects from a geographical viewpoint in urban formation of modern Kyoto. This project which was implemented as an urban planning project, was implemented in a manner surrounding the urban area against the rapid population growth and urban development in the 1920s, and prevented the spreading as sprawl and created a suburban area consisting of orderly district blocks. In the northern part of the high dry area, a good residential area was formed under the improvement of the residential environment by the union, and it is succeeded today. On the other hand, in the southwestern part, due to the progress of urbanization, the large number of landowners did not lead to union formation, and many districts were implemented in the city execution. With the formation of the block, land prices rose, and they shifted to mixed areas where factories, shops, houses, etc. are located. Regarding the implementation of the project, the regional conditions such as the natural environment of the district and transportation improvement, and the attitude of the local residents to deal with were greatly affected. A "Site Division Report" created strongly aware of the succession of history since Heiankyo (grid-like block division etc.) and incorporating modern ideas became the basis of the project plan. | |||||
