This project which was implemented as an urban planning project, was implemented in a manner surrounding the urban area against the rapid population growth and urban development in the 1920s, and prevented the spreading as sprawl and created a suburban area consisting of orderly district blocks. In the northern part of the high dry area, a good residential area was formed under the improvement of the residential environment by the union, and it is succeeded today. On the other hand, in the southwestern part, due to the progress of urbanization, the large number of landowners did not lead to union formation, and many districts were implemented in the city execution. With the formation of the block, land prices rose, and they shifted to mixed areas where factories, shops, houses, etc. are located. Regarding the implementation of the project, the regional conditions such as the natural environment of the district and transportation improvement, and the attitude of the local residents to deal with were greatly affected.
