| 内容記述 | Since the formation of the modern state, the cultural products of each country have been protected as cultural properties by either domestic laws or nations' respective customs frameworks. The purpose of this paper is to examine how they change as a result of international cultural property protection systems, such as the World Heritage Convention, as well as what impact the participation of new ratifying countries will have on the World Heritage Convention itself. To that end, Section 2 considers the process of Japan's ratification of this convention, analyzing the minutes of the Diet. Next, Section 3 considers the process leading to the "Nara Conference," where discussions regarding the authenticity of "wooden architecture" were held immediately after Japan ratified the World Heritage Convention, as well as discussions regarding the interpretation of the authenticity of cultural properties. Section 4 analyzes the process by which Hiroshima's atomic bomb dome is inscribed as a World Heritage Site, while also showing the changes in cultural property protection administration that have taken place in Japan. Finally, Section 5 analyzes the process of the campaign to nominate the former Shizutani School as a World Heritage site, while also clarifying the actual situation regarding how the category change of cultural assets is promoted strategically. Based on the results, it became clear that the institutionalization of international cultural property protection encourages exchanges with other cultures as an inevitable consequence of the changes in the value standards of each culture. | |||||

| 内容記述 | 近代国家成立とともに、各国の文化的生産物は、文化財として国内法あるいは慣習によって保護されてきた。本稿では、世界遺産条約といった国際的な文化財保護制度の枠組みが浸透するなかで、それらがいかに変化するのか、また、新たな批准国の参画は、世界遺産条約にいかなるインパクトをもたらすのか、という問題について考察することを目的とする。そのために、まず、2節では、日本が世界遺産条約に批准するプロセスについて、国会議事録等を資料として考察する。次に、3項では、日本が世界遺産条約に批准してすぐに開催された「木造建築」のオーセンティシティを議論する「奈良会議」に至る経緯と、そこで議論された文化財のオーセンティシティの解釈について考察する。また、4項では広島の原爆ドームが世界遺産に登録されるプロセスを分析し、日本国内の文化財保護行政の変更点を示す。さいごに第5項では旧閑谷学校の世界遺産登録運動のプロセスを分析することで、戦略的に文化財のカテゴリー変更が推し進められる実態を明らかにする。以上のことより、国際的な文化財保護の制度化は、他者の文化との交流を促すため、不可避的に各文化の価値基準の変化を引き起こすことが明らかとなった。 | |||||
