| 内容記述 | 政権復帰後の安倍晋三内閣は農業の成長産業化を図るべく、農政改革や貿易自由化交渉を進めている。農政決定においては、首相官邸やその審議会に主導的な役割が移行しつつあるが、族議員や農業団体も改革推進に関与していると考えられている。本稿は、JA全中とJA全農をはじめとした農協組織改革と、TPPや日欧EPA合意後の農業対策の決定過程を考察した。具体的に農政トライアングルの構成者である自民党農林族、JAグループ、農林水産省の動向に着目し、農政が官邸の意向を優先に決定されつつあることを明らかにした。また、トライアングルのメンバーは、改革の推進を基軸に連携しつつも、選挙や予算獲得における協力関係も考慮し、利益確保を図っている。 | |||||

| 内容記述 | The Abe cabinet, which was inaugurated at the end of 2012, has been promoting farming policy reform and trade-liberalization talks in order to revitalize the agriculture industry. Previous studies have shown that the Cabinet Office and the council have played a vital role in the decisionmaking process for these efforts. Additionally, the policy tribe and agricultural groups have also become involved in promotion of reform under the Abe administration. This paper explores political decision-making process of JA system reforms, including the Central Union of Agricultural Cooperatives (JA-ZENCHU), the National Federation of Agricultural Cooperative Associations (JA-ZENNOH), while also examining counter measures that have been taken for TPP and EPA with regards to the EU. Specifically, by examining the triangular relationship that has existed between LDP, JA, and MAFF, it can be seen that the current administration has been more successful in achieving their intention. In addition, these members not only share ideas, making progress towards reforms which are strongly promoted by cabinet, but also manage to acquire profits in order to maintain support for elections and to secure a governmental budget. | |||||
