| 内容記述 | Before the Great East Japan Earthquake, drastic population reduction and ageing were the most serious problems in the affected areas of the disaster. Though many factors would be seen as the causes of population reduction and aging, decreasing opportunity for employment in these areas could be seen as the main factor resulting grave demographic situation. It was allowed to say that The Great East Japan Earthquake just accelerated this problematic factor of decreasing opportunities for employment and the grave demographic situation and did not create them. On this point of view, we planned action research on the support project to change the structure of industry and employment in the affected areas and started it from creating new programs for cultivating human resources. While, through the action research, we succeeded in creating job and opportunity for employment by networking various agents involving private companies, the local government and NPO, we could not create a sustainable system supporting autonomous restoration in the affected area. In this article we elucidated conditions and issues for succeeding supporting program around creation of opportunities for employment. | |||||

| 内容記述 | 復興の概念は、現状では十分な共通理解がないままに利用されているが、本項では、復興概念を、被災による大きな環境変化への新規システムの創出として整理し、さらに、そのシステムが被災前後の社会課題の両者に対して課題の軽減、解決をするものとなっていることを条件として加えた．このような暫定的な概念整理の上で、2012年4月から、津波による甚大な被害を受けた地域での復興モデルの実践的形成を行った。当該被災地は、震災以前より、人口減少、高齢化が大きな課題となっており、その大きな要因として人材育成と雇用創出において解決すべき課題があることが明確であった。この視点から、当該被災地域の復興、特に、自立的に持続する復興を支援するために、新規産業創造とそれに伴う雇用創出事業を形成し、復興のモデルとして実践した。その結果、当初予定していた4段階の復興支援のうち、3段階までを実現することができたが、最終段階の目標を達成することができなかった。これらの課題については別途まとめる。 | |||||
