| 内容記述 | 「事実は小説より奇なり」と言うが、平成26年7月に全国中継された兵庫県議会議員による「政務活動費」の不正使用に関する「号泣会見」は、期せずして制度の存在を広く国民に知らしめるところとなった。その後、この一県議により開かれたパンドラの箱は、全国の地方議会に波及することとなり、その制度自体が「諸悪の根源」であるかのような誤解と錯覚を与える結果になった。筆者は、奇しくも「号泣会見」の直後から、大阪府下のある中核市に設置された「第三者機関」の委員として、議会の復権への一翼を担う機会を得たが、その過程にあって、難局に立ち向かう会派・議員の真摯な取り組みを垣間見た。議会のあるべき姿を前提にした場合、「政務活動費」は議員にとっても市民にとっても必要であるとの基本的認識から、改めて制度の本旨を振り返り、議会の信頼回復への可能性を模索した。 | |||||

| 内容記述 | It is said that “fact is stranger than fiction,” and in July 2014, a “crying press conference” by a member of the Hyogo Prefectural Assembly regarding the fraudulent use of "Political Activity Expenses" that was broadcast nationwide, unexpectedly brought to light the existence of a system. This made it widely known to the public. Thereafter, the Pandora's box opened by this prefectural assembly member spread to local assemblies across the country, giving rise to misunderstandings and illusions as if the system itself was the "root of all evil. "Coincidentally, immediately after the "crying press conference," I had the opportunity to play a role in the restoration of the assembly as a member of a "third-party organization" established in a core city in Osaka Prefecture. During this process, I got a glimpse of the sincere efforts of the group and city council member to confront this difficult situation. Based on the basic recognition that "subsidies for political activities" are necessary for both local assembly members and citizens when assuming the ideal form of the assembly, I reflected once again on the main purpose of the system and sought possibilities for restoring trust in the assembly. | |||||
