| 内容記述 | 論争の的になりやすいダムについて、本論は日本の治水対策における位置づけを改めて検討した。令和時代以降に導入された流域治水でもダムの役割は変わっていない。しかしながら、ダムは洪水水量を調整する要ではなくなった。その代わり、ダムを軸とした治水対策に依存していた住民は自主的な選択を迫られている。洪水リスクの低い地域に住むか、即座に避難できる準備をしておくか。流域治水とは官民の役割分担により治水対策を進める政策である。 | |||||

| 内容記述 | This paper substantially examines the position of dams in Japan's flood control measures. The role of dams has not changed after River Basin Disaster Resilience introduced in Reiwa era. However, dams is no longer a key of reducing flood water volume. Instead, citizens who are dependent on dam-based flood control measures now have to make autonomous choice. They can live in areas with low flood risk, or be prepared to evacuate quickly. River Basin Disaster Resilience is the policy that promotes flood control measures through the sharing of roles between the public and private sectors. | |||||
