| 内容記述 | 近年、成果連動型民間委託契約や休眠預金等活用など、社会的インパクト評価等による成果の可視化を前提とする財源が増えている。成果を可視化することは資金提供者へのアカウンタビリティとして重要であるが、安易な成果が強調されるとミッションが歪められ、非営利が果たすべき社会変革への意識が損なわれるという批判もある。特に、委託や助成では成果を達成するプロセスを仮定して成果指標を設定することが求められており、目先の成果に囚われてしまう危険性もあるが、株主利益から利害関係者利益へというSDGsの流れのなかで社会的投資が広がりつつあり、非営利活動においても資金提供者利益から利害関係者利益へと意思決定の基盤をゲーム・チェンジさせる契機とも考えられる。PFS等による成果の可視化を適切に機能させるために、多様な意見やノウハウを取り入れながら合理性のある成果指標などを設定するための合意形成の仕組みが期待される。 | |||||

| 内容記述 | Financial resources for nonprofits based on performance visualization by social impact measurement have increased. These include Pay for Success contracts and utilization of funds related to dormant deposits. Performance visualization is important for accountability to funders, but there has been criticism that emphasizing easy results distorts the mission of the nonprofit and undermines awareness of social change. In particular, performance-based commissions and subsidies are often required to set performance indicators based on the assumption of processes to reach the intended results; therefore, the risk of obsession with short-term results might exist. However, in the trend of SDGs, social investment is spreading, and this can be considered an opportunity for a change in the orientation of decision-making for nonprofit activities from the funder's interest to the stakeholder's interest. In order to rationalize performance visualization, a consensus-building scheme should be established to synthesize diverse opinions and know-how. | |||||
