| 内容記述 | 本稿は政策過程論の最近の動向に目を配りつつ，政策過程における省庁間の政策競合に関し，｢割拠主義（セクショナリズム)」の問題を中心に論じる。そして，近年多くの注目を浴びている情報化政策の変遷を事例としてとりあげ，郵政省と通産省との政策競合，及びその問題点について検討する。具体的には，「情報産業振興策｣，「映像情報システム実験｣，｢VAN法案｣，「情報開発」といった政策に言及する。 | |||||

| 内容記述 | In this paper I adress the question of policy-competitions between the Ministries at policy process level in Japan, especially "bureaucratic sectionalism", refering to the recent tendencies of the discussion about policy process. I consider the case of the transition of "Informationization-Policies(mainly after 1970)" proposed by The Ministry of Posts and Telecommunications and The Ministry of International Trade and Industry, and inquire into the policy-competitions between them, for example (a)promotion of information and communication industry, (b)experiments of Visual Information System, (c)bills of Value Added Network, and (d)Information-Development. | |||||
