| 内容記述 | In Japan, the concept of the vulnerable people at disaster such as elderly people and people with disabilities has been discussed. At the time of disaster, people who live in the community are expected to provide support for the vulnerable people who live there. However, there is a shortage of supporters to support the vulneravule people and an increase in the burden of supporters. In other words, there are limits to how to support vulnerable people. Therefore, in this study, we organized what perspectives the concept of the vulnerable people was discussed. In addition, we considered the assistance countermeasure for the vulnerable people based on capability approach. As a result, we concluded that not only the vulnerable people who have been conventionally discussed, but their supporters also need help at disasters. In addition, considering the relationship between the vulnerable people and the supporters, we pointed out the importance of sharing the information that the needs of the vulnerable people and the resources of the supporters among the stakeholders. | |||||||||
