| 内容記述 | This study focuses on the nature of mutual assistance activities conducted by citizen-led welfare organizations and analyzes the revision of the Long-Term Care Insurance （LTCI） Act. First, it clarifies the features of the concept of a community-based integrated care system through an analysis of a discussion on the social security reforms in Japan. It explains the history of LTCI and provides an overview of the 2015 revision of the LTCI Act. Second, this study presents the state of citizen-led welfare organizations under the revised LTCI. Third, through case studies, it presents the meaning of and problems associated with the mutual assistance activities conducted by citizen-led welfare organizations. | |||||

| 内容記述 | 本稿は、改正介護保険制度の検討を通じて、市民による助け合い活動の意義を再考する。第1に、介護保険制度において重視されている地域包括ケアシステムという概念の特徴について、近年の社会保障制度に関する論議を検討しながら明らかにする。また、介護保険制度の沿革を概観したうえで、2015年の改正介護保険制度の要点を整理する。第2に、揺れ動く介護保険制度のなかで市民福祉団体がどのような状況におかれているかを述べる。第3に、 2つの事例を紹介することにより、市民福祉団体による助け合い活動の意義や課題を提示する。 | |||||
