Cross-National Comparison on Earthquake Insurance System : Focusing on Measures against Homeowners with Mortgage
In this study, with a perspective of achieving post-earthquake early housing reconstruction of double loan debtors by utilizing earthquake insurance system, institutionalizing compulsory earthquake insurance for all homeowners with mortgage is proposed by (1) reviewing the current issues and trends of post-earthquake housing reconstruction, government support and assistance and double loan debts problem by highlighting the case of the Great East Japan Earthquake and (2) comparing mortgage financing system, earthquake insurance system and its measures against homeowners with mortgage in California State (CEA), New Zealand (EQC), Taiwan (TREIF) and Turkey (TCIP). Based on country-by-country comparison, there are about five points such as nonrecourse home mortgage system, compulsory earthquake insurance for all homeowners, institutionalizing standalone earthquake insurance coverage, replacement cost coverage and insured percentage and ways of enhancing take-up rate that can lead to improve post-earthquake double loan debts problem. However, taking Japanese social conditions and actual circumstances into consideration, non-recourse home mortgage system, compulsory earthquake insurance for all homeowners and institutionalizing standalone earthquake insurance coverage cannot be achieved. Therefore, institutionalizing compulsory earthquake insurance for all homeowners with mortgage is proposed as a reasonable solution.
