Based on country-by-country comparison, there are about five points such as nonrecourse home mortgage system, compulsory earthquake insurance for all homeowners, institutionalizing standalone earthquake insurance coverage, replacement cost coverage and insured percentage and ways of enhancing take-up rate that can lead to improve post-earthquake double loan debts problem. However, taking Japanese social conditions and actual circumstances into consideration, non-recourse home mortgage system, compulsory earthquake insurance for all homeowners and institutionalizing standalone earthquake insurance coverage cannot be achieved.
