| 内容記述 | In this paper I elucidate social role of whistle-blowers. The person, whistle-blower is not the point. Information about failure is the point. In our society, controlling flow of failure information is critical to deal with accidents concerning artificial. Whistle-blowing is a sort of safety sensor. And managing information flow has another problem. In the perspective of information ethics, it is socially impossible to gather information without exemption from responsibility. To put safety culture into practice, it is important for an organization to making up not whistle-blowing culture but mutual aid culture. | |||||
