All laws originate in the eternal law of God. 'Indifferent things', neither commanded nor forbidden by the law of God or of nature, are left in any society to the discretion of the governor(s), insofar as they are not against the law of nature or of God. 2. Man is by nature selfish, but by the grace of God can be led to believe in Christ and repent, and to be regenerated into the man who endeavours to observe the law of nature. 3. Men, in order to avoid injuries and strifes occurring often out of a society, enter into a society by making a contract to obey the governing activities done in conformity with the law of nature and the agreement among themselves, and another contract to subject themselves to those whom they have granted authority to govern. Civil society and the Church are both societies involving government, consequently the above things hold good for both. 4. 'In a Christian Commonwealth or in a national church, where the members of the church and those of the civil society are the same men' , as in England, the supreme power of ecclesiastical jurisdiction belongs to the head of the civil society. 5. The church should as far as possible receive into herself diverse people who 'believe in\nChrist' , and an independent church should do in any 'indifferent things' what she herself thinks good, and think commendably of the different ways of other churches.
