Despite changes in the law however, the number of child abuse cases has not decreased, it has continued to increase. Child Guidance Centers are responsible when child abuse is reported. According to the Ministry of Health, Labour and Welfare, child abuse requires support for prevention of outbreaks, early detection, appropriate measures at early stages, protection of abused children, and aids towards promoting independence. Every time a serious incident occurs, both the Child Guidance Center and the government seem to be busy dealing with the abuse, but in reality, it is important to create a system of abuse prevention.
