[ロドルフォ・スタベンハーゲン(Rodolfo Stavenhagen)] が2004年に行ったカナダ訪問とその報告(E/CN. 4/2005/88/Add. 3) [Report of the Special Rapporteur on the rights of indigenous peoples, Rodolfo Stavenhagen Mission to Canada] に対する事後調査のための訪問である。滞在中に特別報告者は、連邦政府の職員や6つの州の職員と面会し、意見聴取をおこった。先住民族とカナダとの関係は、整備された法的枠組みと多くの政策によって構築されており、さまざまな点において先住民族の権利を保障している。しかしそのような積極的な側面とともに、取りくむべきさまざまな課題もなお存在している。彼らが直面している問題に対処するために連邦や州、準州が実施している取りくみは、いまなお不十分である。すなわち、カナダの先住民族と先住民族ではない人びとのあいだの健康状態のギャップは縮まっておらず；条約の内容や先住民族の諸要求は永年にわたって未解決のままであり；先住民族の女性や少女は弱い立場におかれており；そして総じて、先住民族の人びとは連邦と州のいずれの政府に対しても大きな不信感をいだいている。したがって、彼らが有している関心事は、政府のあらゆるレベル、部門において、しかも部門をまたいで優先的に対処されなければならない。彼らとの相互理解と真のパートナーシップにもとづく、彼らの利益を代表する諸機関を通じた一貫した対策にとりくむことが、上のような諸問題を長期的視野に立って解決するためにはきわめて重要である。そのためには、カナダの憲法と先住民族とのあいだで締結された条約、そして国際的に承認された先住民族の権利などに依拠した目的や目標について、カナダと先住民族の人びととが共通の理解にいたることが不可欠である。","subitem_description_type":"Other"}]},"item_10_description_5":{"attribute_name":"内容記述","attribute_value_mlt":[{"subitem_description":"原著
