| 内容記述 | 本稿は，1995年1月の阪神大震災以降，様々な地震の復旧・復興過程を検討してきた経験とともに，重要だと考えた教訓や政策提言を叙述する．形式の整った研究内容だけでなく，見聞なども含めて読者に伝えたい．主な論点・教訓は以下の通りにまとめられる．①公的な経済データ公表は遅過ぎて発災直後の被災地経済状況把握にはほぼ役立たない．②インフラ・住宅建設など復旧復興需要が一段落した後，被災地経済は停滞が続き易い．③大規模災害によって発災前の（マイナス）トレンドは加速し易い．④大規模災害の被災地経済全体への影響は，一時的な場合も持続的な場合もある．⑤大規模災害の被災者個々へのミクロ的影響は，持続し易い． ⑥「グループ補助金＝なりわい再建補助金」を，資本注入の形に改正すべきではないか．⑦水害危険地域は，堤防強化で守るだけでなく，集団移転を促進すべきではないか． | |||||||||

| 内容記述 | This paper describes my experiences in examining the recovery/reconstruction process after the occurrence of natural disasters, including important lessons and policy recommendations. It conducts a formal analysis and a casual observation. The paper presents the following major lessons and policy recommendations. 1 : The publication of public data on local economies is significant delayed, such that these data become nearly useless for elucidating local economic conditions immediately after a disaster. 2 : The damaged-area economy tends to stagnate persistently after the near completion of its reconstruction. 3 : Negative trends in the damaged-area economy tend to accelerate after a large-scale disaster. 4 : The impacts of large-scale disasters may be persistent or temporary. 5 : The microeconomic influences of large-scale disasters on individuals tend to be persistent. 6 : The livelihood subsidy, formerly known as group subsidy, for affected businesses should be modified into capital injections instead of subsidies. 7 : For flood-prone areas, community relocation, instead of reinforcement of banks and subsidy of house reconstruction, should be promoted. | |||||||||
