| 内容記述 | 日本において不登校の児童生徒数は増加の一途をたどり、2023年度には過去最高の約34.6万人に達した。これを受けて、文部科学省は、不登校の子どもを学校に戻らせるという形式にこだわらず、「教育の機会の確保」を目的として学校外での学習活動を評価する方向へと教育方針を転換し、「学びの多様化学校」を指定するなど、教育改革を進めている。本稿では、不登校の子どもを持つ保護者としての筆者のオートエスノグラフィを通して、不登校の増加が教育制度に与える影響と、それに伴う課題を考察する。不登校の原因は単一ではなく複合的であり、個人の問題として片付けられない「学校への行きづらさ」が存在する。「適応教室」や「別室登校」は依然として学校復帰を前提とした中間的な位置づけであり、独自の教育システムとして機能しているとは言えない。また、現状の「学びの多様化」は、通常の教育に適応しづらい子どものための教育を別立てで設けるにとどまっており、既存の学校を柔軟化する方向には必ずしも向かっていない。その結果、不登校は依然として否定的な経験として捉えられており、他の子どもが問題なくできていることができていないというさらなる不安を当人や保護者に与えている。だが、不登校の増加は既存の学校教育システムが抱える問題点を示唆しており、誰もが不登校になる可能性を持つ。不登校の子どもだけを対象とした「学びの多様化」ではなく、よりインクルーシブな教育のあり方を検討する必要がある。 | |||||

| 内容記述 | In Japan, the number of students experiencing school non-attendance has been consistently rising, reaching a record high of approximately 346,000 students in the 2023 academic year. In response, the Ministry of Education, Culture, Sports, Science, and Technology (MEXT) has adjusted its policies. Rather than solely focusing on returning children to traditional school settings, MEXT now prioritizes securing educational opportunities for children, evaluating learning activities outside school, and promoting educational reform, including the designation of “diverse learning schools.” This study employs an autoethnographic approach, drawing on the author’s experience as a parent who witnessed school non-attendance. This study examines the impact of the increase in school non-attendance on the educational system and the associated challenges. The causes of non-attendance at school are complex and multifaceted, stemming from a “difficulty in attending school” that cannot be dismissed as an individual problem. Existing support systems such as “adaptation classrooms” and “separate room attendance” are primarily intermediate steps aimed at school reintegration rather than being independently functioning educational systems. Furthermore, the promotion of “diverse learning” often involves establishing separate educational provisions for children who struggle to adapt to conventional education, without necessarily leading to greater flexibility within the existing school framework. Consequently, school nonattendance is perceived as a negative experience, causing additional anxiety for students and their parents, who worry about their children’s inability to perform tasks that other children can manage effortlessly. However, the rise in school non-attendance highlights the issues within the current school education system, suggesting that anyone could potentially experience it. This necessitates a more inclusive approach to education, rather than merely diversifying learning options for non-attending students. | |||||
