| 内容記述 | This study aimed to propose measures that contribute to accident prevention and damage mitigation on domestic cargo vessels. First, I clarified the details of the three accidents that were thought to have had an impact on society, and examined their impact on safety policies of domestic shipping industry. The results showed that human factors are commonly involved in the occurrence of the three accidents. The results also revealed that the same type of accidents have occurred repeatedly, and the lessons from the previous accidents have not been applied. Second, based on the accident reports of the Japan Transport Safety Board, I analyzed the accidents which have occurred since 2008 from the perspective of human factors. Consequently, four patterns of human errors that cause accidents, emerged. Inadequate watchkeeping systems, such as lack of number of duty members and the communication between crew members, were conspicuous as factors that caused seafarers' mistakes and carelessness. To improve these, it is necessary that the companies that establish safety management systems, secure the number of crew members on duty, optimize the workload of crew members, and activate communication through training such as BRM (Bridge Resource Management). | |||||
