本稿では、里親委託を推進している国としてニュージーランドを取りあげ、ニュージーランドのフォスタリング機関の実践からこれからの日本の里親支援の課題について検討することを目的とした。研究方法としては、インターネットなどを用いて文献研究を行った上で、2024年3月にニュージーランドにおいて現地調査を行い、Reconnect Family Services、Key Assets New Zealand、Immerseへのインタビュー調査を行った。ニュージーランドでは、同じフォスタリング機関であっても、公的機関であるオランガ・タマリキ(子ども省)はファナウ(親族)里親、民間フォスタリング機関であるReconnect Family Servicesは非行少年のグループホームおよびファナウ里親、Key Assets New Zealandは血縁関係のない里親、ImmerseはTrust-Based Relational Intervention®(信頼に基づく関係的介入 : TBRI®)という愛着を基盤とし、トラウマに配慮した介入プログラムを基礎とする治療的な里親養育というように、それぞれの特色があることが分かった。また、イギリスで開発されたバーチャルリアリティ(VR)研修や、アメリカで開発されたTBRI®などの使用ライセンスを取得し、里親研修に積極的に取り入れているフォスタリング機関があった。日本の里親支援の課題への示唆としては、①24時間365日体制に近い形の里親支援体制の必要性、②愛着やトラウマに焦点を当てた里親研修の充実、③AIを活用したワールドワイドな相談システムの導入、④施設やファミリーホームの高機能化、⑤親族里親(ファナウ里親・キンシップケア)の拡充、⑥短期かつ計画的な里親委託(支援計画の定期的な見直し)などが得られた。ニュージーランドでは、里親養育が中心であるが、複雑な問題を背景にもつ困難事例に対応するために、グループホームや母子生活支援施設のようなレジデンシャルケアも活用されていた。「施設か里親か」という二項対立ではなく、両者のよいところを活かした社会的養護の新たな形を模索していく必要があると思われる。 |

This study discusses the challenges in supporting foster caregivers in Japan by examining fostering agency practices in New Zealand. The research methods included a literature review and fieldwork conducted in New Zealand in March 2024, with interviews held with Reconnect Family Services, Key Assets New Zealand, and Immerse. Each fostering agency in New Zealand has unique characteristics. Government/Public agency, Oranga Tamariki (Ministry for Children) provides Care Services which focuses on Whānau (family and extended family) caregiving. Meanwhile, Reconnect Family Services manages group homes for juvenile delinquents and Whānau caregiving; Key Assets New Zealand specializes in non-Whānau caregiving; and Immerse specializes in therapeutic caregiving based on the theory of Trust-Based Relational Intervention® (TBRI®). Furthermore, some fostering agencies actively incorporate virtual reality (VR) and TBRI® into foster parent training. The following suggestions for mitigating the challenges in supporting foster caregivers in Japan were obtained: (1) establishing a 24/7 foster caregiver support system, (2) conducting foster caregiver training focusing on attachment and trauma, (3) creating a worldwide consultation system using AI, (4) developing high-functioning facilities and family homes, (5) expanding kinship caregiving, and (6) implementing short-term and planned caregiving placement. In New Zealand, caregiving is the main form placement of children in care. However, residential care is also used to deal with difficult cases involving complex problems. Instead of choosing between institutional or caregiving, a new form of social care utilizing the advantages of both should be considered. |
