本稿では、里親委託を推進している国としてニュージーランドを取りあげ、ニュージーランドにおける障害のある子どもの社会的養護の制度と実践から、これからの日本の障害のある子どもの里親支援のあり方について検討することを目的とした。研究方法としてはインターネットなどを用いて文献研究を行った上で、2024年3月にニュージーランドにおいて現地調査を行い、障害者のアドボカシー団体であるCCS Disability Actionへのインタビューを行った。障害者への支援モデルとして社会モデルと人権モデルを採用するニュージーランドでは障害のある子どもが地域で生活するための選択肢の一つとして里親(フォスターケア)があり、里親選定のプロセスも里親のバックグラウンドチェックならびに障害に対しての価値観を問うものなど包括的なものであった。また、地域における障害のある子どもの支援も当事者の声を聞く仕組みがある一方で、Whānau(家族、拡大家族)、支援を提供する人々を重視するアプローチが取られていた。保健省では障害のある人々が地域社会でよりよい生活を送るための新モデルを試みており、教育省ではインクルーシブ教育を推進して早期介入サービスを提供したり、障害のある子どもを持つ親同士を繋げる支援団体などと共に家族や教育者と協力して障害のある子どもへの多様な学習支援を行っている。また、オランガ・タマリキ(子ども省)は、障害のある人々やその関係者の意見を取り入れた障害者戦略とビジョンを策定し、Whaikaha(障害者省)との間で協力関係を構築している。このようにニュージーランドでは政策面でも政府機関同士が協労するだけでなく、政府機関と地域社会が連携し、障害のある子どもが地域での一員として包括的に受け入れられる体制が整備されている。また、実践としてもCCS Disability Actionの役割から、日本における障害のある子どもの里親支援のあり方について示唆を得ることができた。 |

This paper discusses the future of foster care support for children with disabilities in Japan, based on the system and practices in New Zealand, a country that promotes foster care. The research methods included a literature review and fieldwork conducted in New Zealand in March 2024. Interviews were held with the CCS Disability Action, an advocacy group for people with disabilities. In New Zealand, social and human rights models for disability support have been adopted, providing foster care as an option for children with disabilities to live in communities. The process of selecting foster caregivers is comprehensive and meticulous. Community support for children with disabilities involves listening to their voices and emphasizing the role of the Whānau (family, extended family) and support providers. The Ministry of Health is testing new alternatives to residential care to improve the lives of people with disabilities in the community, while the Ministry of Education promotes inclusive education by providing early intervention services and collaborating with support groups that connect parents of children with disabilities. The Oranga Tamariki (Ministry for Children) has developed not only a disability strategy but also a vision incorporating feedback from people with disabilities and stakeholders to establish a cooperative relationship with the Whaikaha (Ministry of Disabled People). New Zealand's government agencies collaborate among themselves and with the community to create an inclusive environment for children with disabilities. The practices of the CCS Disability Action offer insights into methods for developing foster care support for children with disabilities in Japan. |
