| 内容記述 | 本研究の目的は、中学校及び高等学校の『学習指導要領』、『学習指導要領解説』、『指導書』における記述の分析から、運動部活動指導の外部指導者に関わる方針の変遷を明らかにすることである。分析の結果、運動部活動指導の外部指導者に関わる方針は、次のような変遷を辿ったことが明らかになった。①外部指導者の活用に関する記述は、1951年の『中学校・高等学校学習指導要領 保健体育科体育編(試案)』を起点としていた。そこでは「技術面」と「人格面」への考慮という外部指導者の選定基準が示されていたが、「教職員自身がコーチにあたるようにすることが望ましい」と考えられていた。②その後においては、外部指導者への依頼に関して「できるだけ避けたい」というような否定的な記述がなされていたものの、高等学校では1972年の『学習指導要領解説』以降において、そして中学校では1989年の『中学校指導書』以降において、そのような否定的な記述が削除され、選定基準だけが示されるようになった。③1999年の『学習指導要領解説』において「必修クラブ」が廃止されたことを受けて、部活動の外部指導者に関する記述において選定基準が示されなくなると、開かれた学校づくりに向けて外部指導者を積極的に活用する方針が示された。2008年及び2009年に改訂された『学習指導要領』に部活動が総則に位置づけられたことや2017年の部活動指導員が制度化されたことにより、現在では外部指導者が学校の教育活動に関与する方針も示されるようになった。 | |||||

| 内容記述 | This study aimed to clarify the policy changes in appointing external coaches for extracurricular sports activities in Japanese secondary schools. We used the Courses of Study (Curriculum Standard), Courses of Study Commentary, and Teaching Guide for secondary schools to conduct our analysis. The study revealed the following policy changes: 1) Descriptions of appointing external coaches emerged for the first time in Courses of Study for Secondary School Health and Physical Education: Physical Education Section (Tentative) published in 1951. In this document, the external coach's coaching skills and characteristics are described as the required selection criteria. It was considered desirable for teachers to play the role of coaches at that time. 2) In the subsequent years, appointing external coaches was described negatively as "It should be avoided as much as possible." However, these negative descriptions were removed, and selection criteria have only been described in Courses of Study Commentary for Higher Secondary School since 1972 and Teaching Guide for Lower Secondary School since 1989. 3) In response to the publication of Courses of Study Commentary in 1999, which negated "curricular club activities," the selection criteria for external coaches were also removed in these commentaries. This removal was intended to present a policy of positively appointing external coaches for the promotion of schools open to the community. The involvement of external coaches in school educational activities has been described in present-day educational policy. Notably, the topic of club activities was re-included in the General Provisions section of the 2008 and 2009 revisions of the Courses of Study, and club coaches and leaders were institutionalized in 2017. | |||||
