| 内容記述 | 日本では今、社会的孤立に対応し、人々のつながりや支え合いを生むものとして地域の居場所が注目されている。しかし現実には、居場所の多くが運営上の課題を抱えており、NPOが運営主体の場合には事業の説明責任を果たすための効果測定や評価の不足も課題である。そこで本研究では、あるNPO法人が運営する居場所について、質的評価手法であるMSC(Most Significant Change)手法を用いた参加型評価を試みた。研究目的は、現場スタッフの視点からみた居場所に関する変化の可視化であり、研究方法としては参加者の語りからテキスト分析を行った。結果として、利用者との関わりといった点から組織運営的な側面まで多様な変化が示された。そのなかで、組織の外部との関わりが一つの主要な要素として見出された。加えて、MSCのプロセスは個々人が主観的に「自分」の思いや価値観を表明する機会となり、参加型評価での「学びと改善」の特性が発揮されていた。今後居場所に関わる評価が一層求められる中、特色ある一つの評価手法としてのMSCの活用の意義や限界が明らかになった。 | |||||||||

| 内容記述 | In Japan, community spaces are currently attracting attention to address social isolation and create connections and support among people. However, in reality, most of the community spaces have operational challenges. When NPOs are the leading operators, they face a lack of effective measurement and evaluation, which are necessary for business accountability. In this study, we attempted participatory evaluation using the MSC (Most Significant Change) qualitative evaluation method for a place (Ibasho) run by an NPO. The study aimed to visualize the changes in the place from the staff's perspective on the ground, and the research method was the text analysis of the participants' narratives. As a result, various changes were shown, from the point of view of the relationship with the users to the organizational management aspects. Among these, the relationship with the outside people/organization was found to be one of the main elements. In addition, the MSC process allowed individuals to express their thoughts and values subjectively, and the characteristics of 'learning and improvement' in participatory evaluation were demonstrated. As evaluations related to community places will be more necessary in the future, the significance and limitations of using the MSC as a distinctive evaluation method have become clear in this study. | |||||||||
