本稿では、戦後富山県における女性教員たちによる小学校管理職進出に向けた取り組みの形成と変容の過程を文献調査とインタビュー調査から明らかにし、社会運動論の連携・ロビーイング・フレーミングの観点から、1990年代以降の富山県における小学校女性管理職割合の急増について考察を行った。富山県の女性教員たちは、戦後直後に登用されその後高い社会的地位に就いた校長経験者を中心に退職女性校長会・教育女性連盟を結成した。県内・北陸・全国レベルで組織的に連携し、研修活動を通じて管理職としての資質向上を図るとともに、政治・行政や地域に対して理解や共感を得られやすい枠組みを設定しつつ、陳情、PR、交流・懇談を通じた信頼関係の構築といった様々なロビーイングを行っていった。それらの組織的取り組みが影響し、富山県では1990年代に小学校女性管理職割合を急増させた後も高比率を維持・増加させている状況がもたらされたといえよう。 |

This study clarifies the formation process and change in the efforts of female teachers in Toyama Prefecture to advance into elementary school management positions after World War II, using a literature and interview survey. Moreover, it examines the rapid increase in the proportion of female elementary school managers in Toyama Prefecture since the 1990s, through the framework of cooperation, lobbying, and framing in social movement theory. Female teachers in Toyama Prefecture formed an association of retired female school principals and a women's education federation, centered around those who served as school principals immediately after the war and later held significant positions in society. They worked in organized cooperation at the prefectural, Hokuriku, and national levels to improve their qualifications as managers through training. Simultaneously, they engaged in various lobbying activities, such as petitions, public relations, and building relationships of trust through exchange and discussion, while establishing a framework that would simplify understanding and obtaining sympathy from politics, the government, and the local community. |
