| 内容記述 | この論文では1980年代半ばから社会問題化した「いじめ問題」を、とりわけ2000年以降の動向に焦点を当てながら検証する。検証に当たって参考にするのはモラルパニックの観点である。モラルパニック論はこれまで主に2つの貢献をしてきた。ひとつは社会における道徳的境界線の可視化・強化・移動のさまを記述してきたこと。もうひとつはそのパニックを利用して道徳とは無関係のイデオロギー的・政治的・経済的関心を実現しようとする勢力の存在可能性を示すこと、いわば「モラリティなきモラルパニック」の側面をあきらかにしてきたことである。いじめをめぐるモラルパニックにおいて、前者の側面での到達点は2013年に成立した「いじめ防止対策推進法」である。この法律の重要性はその条文の内容にではなく、いじめが子どもの生命身体に重大な危険を生じさせるものであり、国や自治体や関係諸機関が総力をあげて対策に取り組まなければならないと国が法律のかたちで宣言したものである点と、その宣言がその後のより大きな変化への布石になっているという点にある。「より大きな変化」とは戦後の地方教育行政の主軸となってきた教育委員会の廃止、もしくは有名無実化である。それが2014年の法改正であり、改正の理由としてくりかえし言及されたのが大津市中学生自殺事件であった。この事件は教育委員会の隠蔽事件として人びとの記憶に残り、教育委員会が問題への対応能力に欠ける組織であることを強く印象づけた。こうして、いじめ問題は教育委員会問題へと接合され、教育委員会体制の空洞化への道を開いたのだった。結論として、いじめ問題とは道徳の緩みの問題であるというよりは、戦後教育体制を覆すための口実として長年暖められてきた典型的な「モラリティなきモラルパニック」であるといえる。 | |||||

| 内容記述 | This article verifies bullying problem as a social issue since mid-1980s, focusing on the movement after 2000 in particular. The verification is based on the 'moral panic' approach. This approach identifies two aspects of social issues, the first is the process of visualization, reinforcement, movement of moral boundary and the second is the possibility of the existence of forceful groups which make efforts to realize their ideological, political, or economic interests through panic. We refer to name the latter as 'moral panic without morality'. One of the goals of moral panic process surrounding bullying is the enactment of 'the law promoting preventive measures against bullying' in 2013. The importance of this legislation lies not in the content of its provisions, but in the fact that it serves as a declaration that bullying leads to dangerous situations for the lives of all child victims. Furthermore, this declaration acts as a strategy for larger social changes thereafter. 'The larger social change' refers to the abolition or virtual elimination of the education board system which had been a principal axis for the regional administration of education in Japan after WWⅡ. Such amendment of that law was achieved in 2014 and, at that time, Otsu bullying incident was frequently cited for the reason of this amendment. The Otsu incident was widely remembered as an example of the Otsu education board's concealment of significant information about the victim's suicide, and it left a lasting impression that education boards generally lack the ability to handle serious issues. In this way, bullying problem became linked to the issue of education board itself, paving the way for virtual elimination of education board system. In conclusion, the bullying problem might have served as a major pretext for overthrowing the education board system after WWII, rather than being merely a moral issue — this is what we refer to as 'moral panic without morality'. | |||||
