| 内容記述 | 厳しい財政状況や人口減少のもとで，公共施設を維持・管理することが難しくなっている。国は地方自治体に対して，公共施設等総合管理計画及び個別施設計画の策定を要請し，財政負担の軽減・平準化と施設等の最適配置を目指しているが，実際には公共施設の廃止（統廃合）という発想に陥りがちである。しかしながら，公共施設はその本来目的とする機能だけでなく， 地域連携の拠点あるいは環境保全や防災安全など，様々な経済的・社会的・環境的な価値を有している。したがって，公共施設を整備する際には，地方自治体が設定する全体的な計画や目的，目標，政策とも整合させながら，地域の経済基盤や魅力を高めるという多面的な視点が必要になる。そこで，本研究では長井市の子育て支援複合施設を事例に検証を行った。 | |||||||||

| 内容記述 | Under the severe financial situation and declining population, maintaining and managing public facilities is becoming increasingly difficult. The national government has requested local governments to formulate comprehensive management plans for public facilities and individual facility plans, aiming to reduce and equalize the annual financial burden and to optimize the allocation of facilities, however in reality, they tend to fall back on the idea of abolition, consolidation, and elimination of public facilities. On the other hand, public facilities have various economic, social, and environmental values, such as being bases for regional cooperation, environment preservation, and disaster prevention and safety, in addition to their original intended functions. Therefore, when developing public facilities, it is necessary to take a multifaceted viewpoint to enhance the economic base and regional attractiveness, simultaneously aligning them with the overall plans, objectives, goals, and policies of the local government. We examined a childcare support complex in Nagai City as a case study. | |||||||||
