| 内容記述 | This study examines the characteristics of language policy in Kyrgyzstan from 2009 to 2023, focusing on the state and official languages. This analysis primarily focuses on the study of language laws. The research questions are as follows: (1) Has there been any change in the conception of the state language (e.g., definition and functions of the state language and the spheres of its use)? (2) Has there been any alteration in the differentiation between the domains in which the state and official languages operate? (3) Considering the evolution of language policy since 1989, what are the distinguishing characteristics of the post-2009 amendments to language laws and the 2023 State Language Law? The following conclusions are drawn for each inquiry: (1) The notion of a state language remains unchanged. The current language policy focuses on implementing and solidifying the concept developed before 2009. (2) Official bilingualism is upheld in various domains; however, there is a growing emphasis on the dominance of the state language. (3) The characteristics include specification of the domains in which the state language is utilized and the expansion of the obligation to learn it; emphasis on linguistic aspects (compliance with the standards of the formal Kyrgyz language); and authorization of specific institutions involved in language policy. | |||||||||
