| 内容記述 | 2019年12月末に，中国湖北省武漢市において新型コロナウイルスによる感染症症例が発生したにも関わらず，中国政府が感染に関する情報を徹底的に隠蔽したため，平常通り人の往来による感染が複数の地域で同時に爆発的に広がった．新型ウイルス感染対策の一つとして「マスク着用」が有効である．ローテックで生産されるマスクが十分に供給されない場合，社会の不安定や経済的損失は予想できる．また，新型コロナウイルスの感染予防・治療のためのワクチンや治療薬の開発は短期間に可能ではないが，感染防止や感染症状緩和に有効な特許切れの「後発医薬品」「抗菌薬」の製造に必要な「原料」「原薬」が海外への依存度が高く，特に「原料の製造」に関しては中国が大部分を占めている．さらに近年，「地政学」の見地から考えると，国の安全と繁栄の実現に資する半導体は，「国際戦略物資」であり，ハイテックの所産である．外交，軍事，経済において強硬姿勢を示す中国に対抗するために，米国主導の先端半導体サプライチェーンが構築されつつある．コロナ禍で明白になったように，ハイテックの結晶である半導体の強靭なサプライチェーンの実現にはローテックも必要となる．したがって本論文では，この視点に立ち，ローテックとハイテックの統合で真の強靭なサプライチェーンの実現を検討する． | |||||

| 内容記述 | At the end of December 2019, cases of an infectious disease caused by a novel coronavirus emerged in Wuhan, Hubei Province, China. However, the spread of the virus explosively escalated across regions through normal human movement due to the thorough concealment of the Chinese government of information. Mask wearing is effective as one of the measures for combating novel coronavirus infections. If masks produced through low-tech means are insufficiently supplied, then one can anticipat that social instability and economic loss will occur. The development of vaccines and treatments for the prevention and treatment of novel coronavirus infections cannot be achieved within a short period of time. However, a high dependence is noted on overseas sources for the production of generic drugs, which are effective in preventing infections and alleviating symptoms, due to their expired patents. Particularly, China holds a significant share in the production of raw materials, which are essential for the manufacture of such generic drugs. Semiconductors, which contribute to the realization of the security and prosperity of a country, are considered “strategic commodities” and are products of high technology. To counter the assertive stance of China in diplomacy, military, and economy, efforts are underway to establish an advanced semiconductor supply chain led by the United States. As evident during the COVID-19 pandemic, achieving a robust semiconductor supply chain requires the inclusion of low-tech elements. Therefore, this perspective, this study considers the integration of low and high technologies from this perspective to achieve a truly resilient supply chain. | |||||
