This area had a railway line named “Kojaku Railway” and connected Hama-Otsu and Imazu via Nishi-Otsu in 1921-1969. After closing the operation, a new electric railway line was established by Japan National Railway in 1974 and now operating by West Japan Railway Company goes through the area. It calls as “Kosei Line” and connects Yamashina, Kyoto Prefecture and Shiotsu. I investigated the relationship of the years of changes for commuter user of Kosei Line and populations of cities along the line to find evidences between develop of cities and the opening of railway line. I can find as increase in the population and the commuter users of Kosei Line at the South area of the west side area of Lake Biwa, but the central area of the west side area of Lake Biwa cannot find the one.
