Deregulation under the Urban Planning Act and the Building Standards Act, particularly the introduction of sky rate (the ratio of “sky area” when looking up the sky from a certain point with a 360-degree camera), has encouraged the supply of high-rise condominiums in many cities. The study area of this article is the eastern half part of Nishi Ward, Osaka City. Here, the supply of condominiums has become more active in the last twenty five years and restoration of the area surrounding Osaka’s CBD as a residential district has been remarkable.
