Nevertheless, as a result of the recent excavations, the date of construction is currently estimated to be sometime between the latter half of the seventh century and the beginning of the eighth century; some researchers believe that they were constructed specifically during the reign of Emperor Tenji. Based on these previous studies, this study examines the possibilities and problems of the “topography of ancient mountain castles” to understand the regional characteristics of northern Kyusyu, especially Hizen Province, in relation to ancient mountain castles, government offices, and traffic routes. As the defense system at the time when ancient mountain castles were constructed was considered to be different from that of the later regional structure centered on Dazaifu, the Ariake Sea and Hizen Province were considered to be more significant than they were at the time when ancient government roads were developed.
