These phenomena occurred in the context of turmoil in East Asia such as military clashes between the Song Dynasty and the Liao Empire and the growing power of the Jurchen tribes. In other words, foreign relations rather than domestic issues drove policies in Japan at that time, which led to the endorsement of Jodo Buddhism.
