The development of environmental smart city is discussed in the study to promote the low carbon society as global environment issues. The multi-agent model is developed to describe the decision process concerning with modal choice as well as \tvehicle type choice of individual trip makers. The proposed model is applied to evaluate the future public transport policies to reduce the carbon dioxide emission such as service of ART (Advanced Rapid Transit) as well as the environmental charging for high emission vehicles.
