I first investigate what organizational democracy means. Establishing organizational democracy is an end, not a means. So we require the means to realize the end. The scheme of worker-director representation is the means which assume the form of indirect democracy. I take up above all the scheme of employee representation on the board of company in Norway and the worker-director scheme of British Steel Corporation in this article. As this study goes forward, you will know that these schemes have the limits of realizing organizational democracy.
