A brief review of the major points argued is as follows. First, there is necessity to discriminate from the practical model of industrial democracy to the political forms of democracy because basic values of enterprise are composed of productivity, efficiency and effectivity. Second, it would be a risky proposal that collect bargaing system should be used as a substitute for workers participation style. The idea of workers participation never becomes familiar with trade unionism. Third, there is various alternatives for democratizing decision making machinery of industrial organization. I explain with two typical illustrations, which are English style as a sample of vertical structure and Yugoslav style as that of horizontal structure. Finally, it is manifested that some optimum model settles somewhere between vertical and horizontal type, as a result all of practical designs for workers participation can not help following the contingency model.
