this paper I propose to give the gist of the controversy on toleration which went on between Proast and Locke over the Latter's A Letter concerning Toleration (1689), to make clear the logical structures and basic premises of their respective arguments, and thereby to show that Proast's thesis that the civil magistrate has the right to use moderate degrees of his compelling power to bring men to the true religion, is based among others on his  belief that \"the national religion now in England is the only true religion\" and that man can know this, whereas Locke's thesis that the civil magistrate has no right to do so and that toleration should be carried out among various religions and sects in the world, is based not only on his belief that magistrates are as liable to error as the rest of mankind and that moderate penalties may be carried to unjustifiable severity or that the Christian religion (not a specified sect of it only) is the true religion, but also on his proposition that an idea of which is the true religion belongs not to human knowledge, but to belief, so that no one can know it certainly and
