In order to stimulate the development, the central government intends to activate the productivity of scientific and technological members by means of the innovation and reorganization of the system of research institutions. The author intends to make clear of the recent, new tendency in the science policy of China by focussing on the innovation of the organization of the Chinese Academy which directly belongs to the central government. The fundamental guidelines show that it is the most important to improve the management system for the efficient contribution of the results of the research and development to the new strategy for the flourishment of the country.
