| 内容記述 | わが国の政府や地方自治体は，80年代半ばからケーブルテレビの普及を強力に推進している。その目標は，ケーブルによる地域社会の活性化にある。ケーブルは米国でいかに機能しているのか。カリフォルニア州ロサンゼルス郡Palos Verdesにおいて，ケーブルと地域社会の関係を実態調査した。結果によれば，市当局，学校，図書館などは，議会を中継したり，各種の案内情報を流すなどのケーブル利用を行っている。ケーブル事業者の地域貢献への姿勢も積極的である。しかし，住民のケーブル加入目的は，テレビ放送難視聴の解消とあわせて，視聴できる番組の多様化にある。地元のアクセスチャンネルの視聴量は非常に少ない。米国のケーブルテレビは，従来からのテレビ放送の特徴を一層推進しているのであり，地域利用については効果は現れていない。わが国が米国と同様の形態のケーブル普及を図ろうとするなら，ケーブルによる地域社会の活性化は困難であると思える。 | |||||

| 内容記述 | Both the central government and the local governments of Japan have been pressing for a rapid diffusion of cable TV since the middle of 1980s. Their common aim is to enhance local communities by cable communications. This field survey was conducted in Palos Verdes, Los Angeles County, California, to investigate how cable TV is functioning as a community medium in the US. The results were mixed. The public institutions, such as the local governments, schools and libraries, were using cable systems to provide various public information including the cablecast from the municipal assembly. The cable operator had positive attitudes toward public service like PEG access channels. However, the residents' motives for subscribing to cable centered on solutions to insufficient receiving of TV waves and diversification of TV programs. Local access channels were far less popular than conventional TV. The major conclusions of the study was that cable TV was strengthening the characteristics of TV broadcasts and had no clear effect on the provision of community services. Naturally, the main aim in Japanese cable policy, community-enhancement by cable, would be quite difficult to achieve if Japan followed the recent patterns of U.S. cable development. | |||||
