| 内容記述 | 兵庫県南部を震源地とする大地震は，関西地区に住む多くの人たちに甚大な被害をもたらした。被災地に住む多くの人たちは，近くの学校あるいは公民館などに設置された避難所に避難した。我々は，神戸市東灘区と芦屋市の8カ所（1カ月後は9カ所）の避難所で，地震からほぼ1カ月後，2カ月後，3カ月後の3回，被災者（それぞれ，75名，62名，46名）を対象に，インタビュー調査を実施した。避難者は，衣食住や健康などの種々の問題を抱え，行政機関，ボランティア，あるいは彼らの親類、知人などからの援助でそれらを解決していた。このことは，緊急事態において有効に機能する，公的および私的援助のネットワークの整備が必須であることを示唆している。 | |||||

| 内容記述 | The disastrous earthquake that occurred on January 17, whose epicenter was near Kobe City, has caused serious disruption of the lives of residents in the Kansai district. Because of this earthquake, a large number of residents had to take refuge in shelters nearby. In order to understand the problems the refugees faced and how helping activities were carried out, we interviewed refugees three times at intervals of one month (the number of samples: 75, 62, 46 respectively) in 8-9 shelters at Higashi-nada-ku in Kobe city and Ashiya city. Our survey showed that the refugees dealt with their problems with help from various sources: governmental organizations, volunteers, relatives and acquaintances. This result suggests the necessity of building both social and personal support networks that function efficiently in the case of emergencies. | |||||
