| 内容記述 | わが国における1980年代の福祉改革については主として賛否二つの評価がなされている。「サービス供給の効率性」という観点から80年代福祉改革をとらえる議論が改革に対して肯定的であるのに対して，「権利保障と社会的公正」という観点からこれをとらえる議論は改革に対して懐疑的である。本稿では，「福祉供給の普遍主義化」という第三の観点から80年代福祉改革をとらえることにより，今日の日本社会における社会連帯意識の退潮と私生活主義の台頭というポストモダン状況における80年代福祉改革の意味を再検討する。日本における福祉供給の普遍主義化は，従来の福祉国家論が想定したような社会連帯の増進に伴うものではなく，むしろ社会的価値観の多様化への「苦しい対応」として理解される。 | |||||

| 内容記述 | There is a variety of arguments about the welfare reform in the 1980s in Japan, that is, the 1982 Health Service Act for Old People, the 1985 Reform Act of National Pensions, and the 1990 amendments of the major eight laws of personal social services. While some support the welfare reform since the reform may improve the efficiency of services, others are opposed since the reform may endanger the rights of welfare recipients, particularly the poor. The paper examines the welfare reform from a third perspective. The reform can be regarded as the universalization of welfare provisions. However, the universalism which underpinned the Japanese welfare reform in the 1980s did not necessarily fit into the conventional definition of the term, as it had nothing to do with the growth of social solidarity. Instead, the universal provisions of welfare services have emerged in Jaqan accompanied with post-modern social developments, such as the decline of 'social harmony' and the rise of individualism. | |||||
