| 内容記述 | 情報化、グローバル化、規制緩和などに見られるように、経済社会システムの構造変化が生じつつあり、それとともに政府レペル、企業レベル、個人レベルの各層において価値体系の変化を伴う行為内容変化が見られるようになってきている。本論は、このような事態を説明するための分析枠組みを述べたうえで、特に政府レペル、その中でも経済産業省の政策変化に焦点をあて、政府レペルの価値体系変化と政府政策展開との関連の解明を試みたものである。その際、経済産業省の各面にわたる政策展開の理解にあたっては、新聞記事検索によって得られた情報データに基づきながら、各種の政策展開毎に関連する背景状況、価値体系、規範、行為の方向づけ、などの複合的観点から説明することを試みた。また行政組織についての構造・過程分析の必要性も論じた。 | |||||

| 内容記述 | Structural changes in socio-economic systems are being shaped by progress in information society, globalization, and deregulation. At the same time, various actions performed by the government, private companies, and individuals undergo changes due to changes in values. This article offers an analytical framework that can explain these changes. Based on this framework, this article tries to elucidate the relationship between changes in values at the governmental level and governmental policy evolution. Specific focus is targeted on the policy of the Ministry of Economy, Trade and Industry. Utilizing the newspaper article data, various governmental policy changes are clarified by referring to background factors, values, norms, and actual policy orientation. This article also points out the necessity of structural and process analyses on governmental organizations. | |||||
