Before WWII, a weapons manufacturing complex occupied a vast hilly area of Hirakata City, and many laborers were employed there. In the second half of the 1950s, the Japan Federation Housing Corporation began a large-scale housing development. In this connection, Kori-Danchi was born on the hill as the first trial in the Kansai Region. The residents of Kori-Danchi are mostly white-collar nuclear families of similar levels of education. Though a minority, double-income families played an important role in community activities, child care, and the movement to establish kindergartens. While the local government was swamped with primary and secondary school construction because of drastic population increase, democratic and reformist municipal leaders influenced local government policies, occasionally overdoing, as well. In the 1990s, small and obsolete housing complexes were rebuilt and sold to private sectors. An influx of new nuclear families and elderly (and more traditional) residents formed a new type of community.
