| 内容記述 | Electronic business has begun to prevail in the world economic community. Electronic commerce offers a unique opportunity for economic growth, to improve the world industry's competitiveness and to stimulate investment in innovation and the creation of new jobs. But such benefits will not be realized unless the many legal obstacles which remain to the info-communication services provision are eliminated. This paper addresses the impact of globalization as well as digitization on the international policy and regulation, and also explains the evolutionary change of the Japanese notion from "Internationalization" to "Globalization" with the understanding of a "Global Standard". In tackling info-communication related policies and regulations change, the U.S.A and EU are going ahead of Japan. In international discussions on the legal aspects of electronic commerce, the efforts of the EU, OECD and WIPO are worthwhile for policy making model. For instance, the OECD accomplished its E-commerce Guidelines For Consumers, covering subjects such as fair businesses, advertising and marketing practices, on-line disclosures about a business, goods services on offer, contract terms and conditions, security of payments, privacy protection and dispute resolution and redress. WIPO annonced the WIPO Digital Agenda including the adjustment of international legislative framework to facilitate e-commerce, Domain Name System issues, intellectual property liability and other issues. We have made great progress and obtained a deeper understanding of the Internet and Electronic Commerce. Even so, it is still unclear what their greatest impact will tum out to be. It may take a generation to see the Internet and Electronic Commerce reshape society and human behavior. | |||||
