| 内容記述 | 有権者のレベルで，小選挙区制と「政党本位の選挙」を結びつけるものがあるとすれば，小選挙区制に特有の，政府形成を目指す二つの比較的大きな政党間の対立と，両党支持者の政党投票の促進の結びつきである．だが，政党投票率は制度の変革とは別に，以前から進行しつつある政党支持の「衰退現象」を考慮に入れねばならない．政党支持の衰退の程度が大きく，制度変革の影響を凌駕するほどのものか検討する必要がある．(1)党派的対立構造と政党投票率：小選挙区制に特有の2大政党対立選挙区と無競争に近い安全選挙区は政党投票率を昂進させる．その他のパタンは政党投票率を抑さえる働きがある． しかし，対立構造の違いによる政党投票率の差があるとしても小さな差である．(2)政党支持の低下とその機能テスト：政党支持機能の顕著な衰退は見られなかったが，支持強度の若干の低下と，支持なしの増加は否定できない．政党投票率の最近の低下は，部分的に，政党支持のこの衰退によるものであろう． | |||||

| 内容記述 | In the electoral districts where two candidates from two major parties compete with each other, keen competition forces the supporters of those parties to vote for their own candidates. In the electoral districts where one of the major parties enjoys a "safe" district, the supporters of that party are forced to vote for their own candidate because there is no other alternative. The above are reasons why Japan's new electoral system might raise the rate of "partisan-voting". However, the downward trend of party-support among the Japanese electorate is supposed to pull the rate of "partisan-voting" down by a few percent. This article attempts to explore the function of party-factors in the voting behavior under Japan's new electoral system. | |||||
