It is indicated that the essential change in the IT revolution exists in the organizational situations rather than the market competitive situations. First, the network concept is examined and a four-layers scheme is proposed to characterize network behaviors. Second, the economies of network are compared with the economies of scale based on this network scheme. Finally, the industrial organization and the mode of division of labor in the network economy are described using the network scheme.},
